How an AI voice agent for loan collections handles EMI reminders and early dues, which RBI and TRAI rules apply, and how Indian lenders can start safely.

RBI's Fair Practices Code for NBFCs asks lenders to communicate in the vernacular or a language the borrower understands.

An AI voice agent for loan collections works best at the start of the cycle. That means EMI reminders before the due date, bounce alerts, and follow-ups in the first weeks after a missed payment. These calls are high in volume and simple in content. Disputes, hardship cases and older dues still need trained people.

This guide covers where AI calls fit, what a good call sounds like, the RBI and TRAI rules that apply, and how to start.

Where does an AI voice agent fit in loan collections?

More of every retail loan book is overdue by 31–90 days than by 91–180 days, according to CRIF High Mark’s How India Lends report for June 2026. So earlier follow-up has more to work with.

Think about what a collections team does in the first month after a missed EMI. Often the borrower hasn’t refused to pay. The auto-debit may have failed because the balance was short on the day, the salary came late, or they forgot. They need a reminder and an easy way to pay, not a negotiation.

Early-bucket calls are mostly the same conversation: a reminder, the amount, a payment link and a date. That makes them a good fit for an AI agent. When a borrower disputes the amount, mentions a job loss or illness, or asks for a settlement, the call needs a person.

Handing the early calls to an AI agent changes what your telecallers spend their day on.

What happens on an AI reminder call?

A good reminder call is short, polite and the same every time. Here’s a flow that works.

Here’s what that can sound like for a borrower whose records say Hindi, with English in brackets:

Agent: Namaste, main ABC Finance ki taraf se ek automated assistant bol rahi hoon. Yeh call record ho rahi hai. Kya meri baat Ravi Sharma ji se ho rahi hai? (Hello, I’m an automated assistant calling for ABC Finance. This call is recorded. Am I speaking with Ravi Sharma?)

Borrower: Haan, main Ravi bol raha hoon. (Yes, this is Ravi.)

Agent: Ravi ji, aapki ₹4,250 ki EMI 5 tareekh ko due hai. Kya main aapko WhatsApp par payment link bhej doon? (Your EMI of ₹4,250 is due on the 5th. Shall I send you a payment link on WhatsApp?)

Borrower: Haan, bhej dijiye. Main kal tak kar doonga. (Yes, please. I’ll pay by tomorrow.)

Agent: Dhanyavaad. Link bhej diya hai, aur kal ki tareekh note kar li hai. (Thank you. I’ve sent the link and noted tomorrow’s date.)

The names and amounts are made up, but the shape is what matters: identity first, a clear amount, a way to pay, and a date on record.

Photo: Aditya Oberai / Pexels

Set the agent up so it doesn’t threaten, discusses dues only with the borrower or guarantor, and ends the call politely if someone mentions a bereavement or a medical emergency. RBI’s new recovery directions ban threats and ask lenders to avoid calls at such times.

Why does the borrower’s language matter?

A reminder works only if the borrower understands it. RBI’s Fair Practices Code for NBFCs asks lenders to communicate in the vernacular or a language the borrower understands.

This matters more as lending moves beyond the metros. More than half of two-wheeler loans by value now come from outside India’s top 100 cities, CRIF High Mark reports.

MagickVoice agents speak 25+ languages, including 10+ Indian languages with native accents such as Hindi, Tamil, Telugu, Kannada, Malayalam and Marathi. Set each borrower’s language from your records, so the call starts in the right one.

Photo: Deepak ghoran / Pexels

What rules must AI collection calls follow?

RBI’s rules don’t mention AI agents. They govern how lenders and their recovery agents contact borrowers, and the lender stays accountable for calls made on its behalf. The safe approach is to hold an AI agent to every rule a human caller follows.

The rules change on 1 January 2027. Until then, recovery calls follow RBI’s 2022 rules on recovery agents, now part of its 2025 conduct directions. They bar calls before 8 am or after 7 pm, and persistent calling.

From 1 January 2027, RBI’s new directions for banks, NBFCs and other lenders take over. They keep the same hours and add call logs and six months’ retention of recordings for all lenders. NBFCs must also record recovery calls and use agents certified by the Indian Institute of Banking and Finance (IIBF), which banks already had to do.

The new NBFC rules cover borrowers in default, so pre-due reminders may fall partly outside them. Applying the same limits to every reminder call is the simpler choice. Plan your call flows for the new rules now, so nothing changes in January.

TRAI set the 1600-series deadlines between 1 January and 1 March 2026, depending on the type of lender. The DPDP Rules, 2025 give lenders 18 months to comply, so the core consent and data duties apply from 13 May 2027.

One point is still open. FIDC, the NBFC industry body, has asked RBI to clarify whether collection calls fall under the 1600-series rule. Check the current position with your compliance team before you go live.

MagickVoice checks DND before every call, supports DLT (TRAI’s registry for business calls and messages) and KYC, and keeps data in India (Mumbai region). Call recordings and prompts are never used to train foundation models. You remain responsible for consent, permitted calling hours and telling borrowers they are speaking to an AI agent. See security and compliance for details.

How do you measure results?

Measure against your current process, not against a guess. Run AI calls on part of your early-bucket book and your current process on the rest, for one or two billing cycles. Keep the two groups similar in product, bucket and region, so the comparison is fair. Then compare them on these numbers.

How to pick an AI voice agent for debt collection in India: a 10-point scorecard built on RBI's 2027 recovery rules and TRAI's AI-call norms, plus a pilot plan.

In short:

There is no single best AI voice agent for debt collection in India. The right one passes your compliance checks and beats your current process in a holdout pilot on your own accounts.

From 1 January 2027, RBI's recovery directions allow contact only between 8 am and 7 pm, require recovery calls to be recorded and kept for six months, and limit talk of dues to the borrower or guarantor.

TRAI's September 2026 amendment treats calls made by software or an artificial voice as A2P calls, which must be declared to your telecom operator in advance or count as spam.

RBI's rules bind the lender and its recovery agents, not the software vendor. No vendor can be "RBI-compliant" on your behalf, so test the controls yourself.

Compare vendors on cost per resolved account, not price per minute. A higher rate can work out cheaper if more borrowers pay.

The best AI voice agent for debt collection in India is the one that passes your compliance checks and beats your current process in a test on your own accounts. No single vendor is best for every lender. A large bank, a mid-size NBFC and a collection agency need different things, and every one of them is accountable for the calls made in its name.

This guide gives you a way to choose. It covers the RBI and TRAI rules every AI collection call must follow and a 10-point vendor scorecard you can paste into an RFP. Then it shows how to compare prices and run a 30-day pilot. It is written for collections heads at banks, NBFCs, HFCs and fintech lenders, and for third-party collection agencies.

Last checked against RBI and TRAI documents: 29 October 2026. This is a buyer’s guide, not legal advice. Get your compliance team to sign off before you go live.

Where does an AI voice agent fit in collections?

An AI voice agent fits the high-volume, simple calls at the start of the cycle. Think pre-due EMI reminders, bounce and NACH-failure alerts, early-bucket follow-ups and calls about a promise to pay (PTP) that has slipped. Disputes, hardship, settlements and older dues need a trained person.

India’s retail loan book stood at ₹178.6 lakh crore in June 2026, up 19.2% in a year (CRIF High Mark, How India Lends, 2026). More loans mean more reminders and more early-bucket calls than most teams can make well by hand.

The split between AI and people matters more than the vendor you pick. Get it wrong and even a good agent will annoy borrowers.

Our practical guide to AI loan collections in India covers this split, a sample call and a Hindi example in more detail. The rest of this guide is about choosing the vendor.

Which RBI and TRAI rules apply to AI collection calls?

RBI’s recovery rules bind the lender, its employees and its recovery agents. They don’t mention AI at all, so the safe approach is to hold the AI agent to every rule a human caller follows. TRAI’s rules then decide which numbers you call from and how automated calls must be declared.

Two clauses tie these together. RBI’s 2022 circular says the “ultimate responsibility” for outsourced activities stays with the lender (RBI, 2022). And the new NBFC directions tell lenders to follow TRAI’s commercial-communication rules (TCCCPR) as well (para 100AB, RBI, 2026).

Borrowers are also complaining more. Complaints to the RBI Ombudsman rose from 8.8 lakh in 2022-23 to 13.3 lakh in 2024-25 (RBI Ombudsman annual report, 2024-25). These cover every kind of complaint, not only recovery, but a careless call script adds to the pile.

RBI: what changes on 1 January 2027

Since 2022, RBI has barred recovery calls before 8 am or after 7 pm, and persistent calling (RBI, 2022). On 6 August 2026, RBI issued new recovery directions for banks, NBFCs, HFCs and other lenders. They apply from 1 January 2027. The NBFC rules are below. Banks get the same rules in parallel paragraphs (RBI, 2026), and HFCs must follow the NBFC paragraphs (RBI, 2026).

One detail matters for AI. The new section covers borrowers in default. It applies to normal-course collection only “wherever explicitly specified” (para 100A), so pre-due reminders may fall outside it. Applying the same limits to every call is simpler and safer.

DPDP: what changes in 2027

Collection calls use borrowers’ personal data, so the Digital Personal Data Protection (DPDP) Rules, 2025 apply. The lender decides how the data is used, and the voice AI vendor processes it on the lender’s behalf. The core duties apply 18 months after the rules were notified, so from May 2027 (PIB, 2025). The highest penalty, up to ₹250 crore, is for failing to keep reasonable security safeguards. Ask every vendor for a data processing agreement before the pilot.

What’s still unclear

Some points have no official answer yet. Say so in your vendor discussions, and don’t let a vendor tell you otherwise without a source.

Do recovery calls need 1600 numbers? RBI and TRAI require 1600 for service and transactional calls, but neither says whether a recovery call is one. Industry body FIDC has asked RBI to clarify.

It is a recommendation, not a direction, but it is the safe default.

Watch out for these red flags in a vendor pitch:

“We are RBI-compliant.” RBI regulates lenders, not software. Compliance is your duty, and a vendor can only give you the controls to meet it.

Guaranteed recovery numbers. Results depend on your book, buckets and borrowers. A good vendor asks for a pilot.

No recordings, or recordings you can’t export. You need them for six months, and for any complaint.

Offers inside reminder calls. A top-up pitch turns a service call into a promotional one under TRAI rules.

No answer on hand-offs. If the agent can’t pass a hardship call to a person, it will mishandle one sooner or later.

How do you test Hindi and regional-language calls?

Test on your own borrowers’ speech, not on a demo script. The best voice AI for Hindi loan recovery calls is the one that gets your borrowers’ amounts, dates and promises right most often. That isn’t always the one with the longest language list.

Most borrowers don’t speak textbook Hindi on a collections call. They mix in English, give dates as “next Monday” or “salary ke baad”, and call from a bus or a shop. A useful language test covers that:

Pick 30–50 real recordings from your current calls, across your top languages and regions. Remove names and account numbers first.

Play the borrower side to each vendor’s agent, or have your team role-play the same scripts.

Score three things: whether the agent heard the amount and the promise date correctly, whether it answered in the borrower’s language, and whether it switched when the borrower switched.

Listen for tone. A correct but rude-sounding call fails. RBI’s directions ask for civil interaction (para 100Y(2)).

Repeat the test in every language you plan to use. A vendor can be strong in Hindi and weak in Telugu or Marathi. Also check the borrower can hear the agent clearly on a weak mobile line.

How do you compare pricing across vendors?

Compare cost per resolved account, not price per minute. Vendors price in units that don’t line up, so the cheapest rate on paper is often not the cheapest result.

To compare them, run each vendor on similar accounts and use one formula:

Cost per resolved account = (voice charges + message charges + telephony) ÷ accounts that paid or kept their promise to pay

Here is how two quotes can flip. These are illustrative numbers, not real vendor prices.

Vendor B costs more per minute and more in total, but each resolved account costs less. Ask every vendor for a full quote for your pilot volume, with telephony, messages and taxes included, so the sums are fair.

How do you run a fair 30-day pilot?

Run a holdout test. Split similar accounts into two groups, give one group to the AI agent and keep your current process on the other, then compare outcomes. A demo or a vendor’s case study can’t tell you what will happen on your book. A holdout can.

Keep the two groups alike in product, bucket and region, so the only difference is who makes the calls. Pick one product and one or two early buckets to start, and run for at least one billing cycle, ideally two.

Each stage narrows the one before it, so a weak link early on caps everything after it.

Don’t judge on promises alone. An agent that collects many promises that aren’t kept looks good in week two and bad in week four. The kept-PTP rate and roll-forward rate are the ones that move your book.

Photo: Kampus Production / Pexels

Watch complaints and hand-offs closely in week two. A rise in either usually means the script is unclear or the calls are too frequent. Both are easy to fix early.

What should a collection agency check?

An agency should check everything above, plus whether the platform can keep each lender client separate. Most vendor pages are written for lenders. Agencies get the same rules passed down through their lender contracts, and they work for several lenders at once.

RBI’s directions require lenders to use only IIBF-certified recovery agents (para 100I) and to publish the list of agencies they use (para 100K). They also need an undertaking that agency staff follow the lender’s code of conduct (para 100J), and recordings of recovery calls (para 100P). The IIBF certificate for debt recovery agents explicitly covers recovery telecallers (IIBF), so your human team still needs it. Agents already working have one year from 1 January 2027 to get certified.

Ask your lender clients early which numbers they want you to call from. The 1600 series is allotted to government and BFSI entities, and no document yet says whether an agency can hold 1600 numbers itself. Until that’s clear, plan to call on the lender’s numbers through your telecom operator.

Where does MagickVoice fit?

MagickVoice is a no-code platform for building AI voice agents, with WhatsApp, SMS and email follow-ups from the same place. Collections teams use it for EMI reminders and early-bucket calls. Customers using it for collections and reminders see a 32% recovery uplift across 150K+ calls a month. Your own pilot tells you what to expect on your book.

Languages: 25+ languages, including 10+ Indian languages with native accents, such as Hindi, Tamil, Telugu, Kannada, Malayalam and Marathi.

Data: hosted in India (Mumbai region), with TLS 1.2+ in transit and AES-256 at rest for sensitive data. Call recordings and prompts are never used to train foundation models.

Telecom: DND checks before every call, DLT and KYC support, and Twilio, Plivo and Exotel with automatic failover.

Channels: inbound and outbound voice, WhatsApp, SMS and email under a single API, so a payment link can follow the call.

Analytics: sentiment, intent and KPI analytics on every call, a real-time dashboard, team roles and audit logs.

Setup and pricing: build an agent in about 5 minutes without code. Free to start, then pay-as-you-go credits per minute and per message.

For the other checks, ask us the same questions you ask everyone else, and see the answers live in your pilot. You remain responsible for consent, permitted calling hours and telling borrowers they are speaking to an AI agent. See security and compliance for details.

How do you get started?

Start with the checks, then let a pilot decide.

Run the recordings test in your top two or three languages.

Run a 30-day holdout pilot on one product and one or two early buckets.

Decide on kept promises, roll-forward and cost per resolved account, not on the demo.

An IVR makes callers press keys through a fixed menu; an AI voice agent understands natural speech and finishes the task. Here’s how to choose.

In short:

An IVR routes callers through a fixed keypad menu. An AI voice agent understands what the caller says, in their own language, and completes the task in one conversation.

IVRs still work well for short, predictable flows such as language selection or simple routing.

AI voice agents are a better fit when callers ask open questions, speak regional languages or need something done, like booking a slot or confirming a delivery.

You don’t have to pick one. MagickVoice gives you both, AI voice agents plus a drag-and-drop IVR builder for structured flows, in one platform.

If you have ever pressed “1 for English, 2 for Hindi” and then waded through three more menus to reach the right person, you have used an IVR. An AI voice agent answers the same call differently: the caller just says what they need, and the agent understands, replies and gets it done.

Both automate phone calls, but they solve different problems. This guide explains how each one works, where each one fits, and how to decide.

What is an IVR?

An IVR (interactive voice response) system plays recorded prompts and moves the caller through a fixed menu based on keypad presses, or sometimes a few spoken keywords. Each branch is designed in advance.

IVRs are good at:

Routing: sending the caller to the right team or queue

Simple choices: language selection, “press 1 to confirm”

Fixed information: opening hours, account balance read-outs

They struggle when the caller’s need doesn’t match a menu option, when callers don’t want to listen to a long list, or when the answer needs a real conversation.

What is an AI voice agent?

An AI voice agent is software that holds a natural phone conversation. It listens, works out what the caller means, replies in a human-sounding voice, and takes actions: booking an appointment, qualifying a lead, capturing a promise-to-pay date or sending a confirmation on WhatsApp.

On MagickVoice, you create an agent by describing what it should do in plain language, choosing the language model and the voice, and connecting a phone number. Agents speak 25+ languages, including 10+ Indian languages with native accents, and reply in under 300 ms.

When an IVR is still the right choice

An IVR is enough when the call is short and the options are few and stable. A two-option language menu, or a “press 1 to confirm your order” callback, rarely needs anything smarter. IVRs are also predictable, which matters for regulated steps where you want every caller to hear exactly the same words.

When an AI voice agent is the better fit

Choose an AI voice agent when:

Callers ask open questions. “Is my order coming today, and can I change the address?” doesn’t fit a menu.

Your customers speak many languages. One agent can handle Hindi, Tamil, Telugu, Kannada, Malayalam, Marathi and English without separate recordings.

You want the task done, not routed. Booking, rescheduling, lead qualification and payment reminders can finish inside the call.

Calls arrive after hours or in spikes. Agents answer every call, 24/7, and MagickVoice supports up to 10,000 concurrent calls.

You need to learn from calls. Every conversation is tagged with sentiment and intent, so you see what customers actually asked for.

Should you use both?

Often, yes. Keep an IVR flow for the few steps that are truly fixed, such as a language menu, and use an AI agent for the open-ended conversations. MagickVoice gives you both: AI voice agents, plus a drag-and-drop IVR builder with branching logic, webhooks and variables. You design them in one place and change them without developers.

Which calls should you move to an AI agent first?

Start where call volume is high and the conversation follows a pattern. Three common starting points:

Support questions that repeat. Order status, billing and account questions make up most support calls. On MagickVoice, 24/7 customer support agents resolve up to 83% of calls automatically and route the rest to the right person with context.

Bookings and reminders. An agent that answers after hours, books slots and calls ahead with reminders keeps your calendar full. Businesses using MagickVoice for appointment booking see 55% fewer no-shows.

Payment reminders. Collections and reminder calls are repetitive and time-bound, and the agent captures promise-to-pay dates for your team.

Leave calls that need judgement, negotiation or a sensitive decision with your team, and set clear rules for when the agent hands over.

How to get started

Pick one high-volume call type, such as appointment booking or order status.

Describe the agent in plain language: what it should ask, what it can answer and when it should hand over to a person.

Test with simulated calls, refine the instructions, then connect a phone number.

Watch the analytics for a week before you expand to the next call type.

Most teams go live in about five minutes, and you can start free with pay-as-you-go pricing after that. For languages, pricing and security, see the MagickVoice FAQ.
